On the receipt of your letter marked "Confiden-

Gov-

tiel and Immediate* 19429/1907 of the 3rd instant,

telegram, a copy of which is inclosed, was addressed

to His Majesty's Minister at Peking regarding the

suggestion made by the Officer Administering the

Government of Hongkong that a protest should be made

against the re-appointment of Shum Chun as Viceroy of

Canton.

I am directed by Secretary Sir E. Grey to trans-

mit herewith, for the information of the Secretary

of State for the Colonies, a copy of Sir J. Jordan's

reply stating that he considers that a protest is not

advisable as it would have little chance of being

successful unless backed up by threat of force, and

Shum would only be made yet more hostile by abortive

interference. Sir J. Jordan adds that as Shum's
